The single most common mistake is treating the venue booking confirmation as a green light. It is a receipt. Promotion starts, the date becomes public, and the statutory lead times that nobody can compress are already running.

Secure your site via the Shire's Bookable portal. A booking confirmation email is NOT your event permit. The $185 event application fee applies. Your permit must be present on event day and produced on request (General Condition 5), and authorised council officers may inspect any area of the site at any time.
Why this mattersThe booking is the front door to the whole permit process, but the confirmation email is only a receipt, not an approval. The most common mistake on the Peninsula is treating that email as a green light and starting to promote the event. For big events, book six months out; permit officers can't compress statutory lead times no matter how good your reason is.

Master document covering logistics, safety procedures, staffing, infrastructure, emergency planning and regulatory compliance. Large events typically also need companion plans: Medical & First Aid, Security & Engagement, Sustainability & Environmental, and Lost Property / Missing Child protocol.
Why this mattersFor high impact events this is the master document officers read first, and it's where they judge whether you know what you're doing. It doesn't need to be beautiful; it needs to be consistent with every other document you submit. Numbers that disagree between plans are the single biggest trigger for feedback rounds.

Must show all infrastructure (marquees, toilets, food stalls, generators), emergency access (minimum 3m egress, 1.5m pedestrian), assembly areas, first aid, pedestrian and vehicle entry/exit points, evacuation assembly area, licensed areas if alcohol is served. All infrastructure at least 3 metres from tree bases; nothing attached, tethered or pegged to trees or assets.
Why this mattersEvery officer, contractor and emergency crew navigates your event using this one drawing, and it's the first thing the referral team opens. Draw it early, not last: your risk plan, liquor licence and MACA application all reference it. The usual bounce reasons are no scale, no emergency access route, and licensed areas missing when alcohol is involved.

Some documents must be DISPLAYED on site (POPE approval, liquor licence, local law permit) and others PRODUCED on request (event permit, insurance, management plans, vendor SOTs). Generate the pack checklist so nothing is missing when an inspector arrives.
Why this mattersAuthorised officers can inspect any part of your site at any time, and emergency services can ask for documents on the spot. Fumbling for a liquor licence at 8pm looks bad and can end badly. Print the pack, laminate what gets displayed, and nominate who carries the produce-on-request folder.
